The key word is TUNE
Tune is a melody or rhythm in music, and (as a verb) we can tune a musical instrument or a car engine. We also use tune in a number of common expressions. To call the tune is generally to make the decisions, and to change one's tune is to change one's ideas, or at least what you are saying. To be in tune with something is to be in harmony or agreement with. Some examples
You're singing out of tune. He who pays the piper calls the tune. The government is out of tune with public opinion. He'll soon change his tune when he sees the price.
